MASPA By-Laws

Article 1 - Membership

Section 1, Admission to Membership

 

        A.    Application for active or associate membership shall be made to the Treasurer accompanied by a fee of 

               one hundred fifteen dollars ($115.00).

 

        B.    The Treasurer is authorized to keep a record of active, associate, honorary. and retired members qualified in
                accordance with Article IV of the Constitution.
 
Section 2, Termination of Membership
 
An active or associate member terminates his or her membership by:
 
        A.   Failure to meet the conditions as provided in Article VII of the Constitution, or
 
        B.   Resignation
Article 2 - Fees

An annual membership fee of one hundred fifteen dollars ($115.00) shall be due and payable to the Treasurer by June 30 of each membership year.  The membership year is July 1 - June 30.  A new member joining after December 1 will pay one-half 

during the first year of membership only.

Article 3 - Officers
Section 1, Duties of the President

 

The President shall preside at the conferences of the Association and at any special meetings and until his/her successor 
has taken office. as provided by the Constitution The President shall appoint and supervise all committees and perform such 
other duties as pertain to the office.

 

Section 2, Duties of the President-Elect

 

The President-Elect shall preside in the absence of the President and shall perform his/her duties on such occasion. 

The President-Elect shall serve as Chairperson of the Program Committee.

 

Section 3, Duties of the Secretary

 

        A.   The Secretary shall keep the minutes of conference of the Association and distribute copies to the membership.

 

        B.   The Secretary, with the assistance of the Executive Director, shall prepare a bimonthly newsletter providing 

            information about the Association and its members and shall distribute copies to the membership.

 

Section 4, Duties of the Treasurer

 

The Treasurer shall keep the accounts, receive and deposit all funds of the Association, pay all expenses authorized 

by the Executive Committee, maintain the membership roll, and make a report to the membership at each annual conference.

 

Section 5, Duties of the Representatives-at-Large

 

The Representatives-at-Large shall sit as members of the Executive Committee and assist the 

President-Elect in program responsibilities, seek information about and identify outstanding achievements 

in the field of personnel administration of the membership, develop and carry out procedures to encourage 

contributions of material for publication in the Association's newsletter and the Bulletin of the AASPA.

 

Section 6, Executive Committee

 

The eight (8) officers and the immediate Past President provided for in the Constitution, shall be the 

Executive Committee and shall be responsible for preparing an agenda for meetings and sending it to 

members at least two weeks before the meeting.

 

Article 4 - Annual Conference and Special Meetings

Pursuant to the provisions in Article III of the Constitution, the program agenda, and the time and place for holding meetings 

shall be determined by the Executive Committee.  Notice of the annual meeting shall be sent to members at least six weeks 

prior to the meeting.

 

Article 5 - Nominations and Elections

 

 

Section 1, Nominations

 

Nomination for Association officers shall be made by a nominating committee of three (3) members appointed by the 
President.

 

Section 2, Elections

 

Election of Association officers shall be conducted during the period beginning November 1 and ending November 30. 
Election shall be by written ballot provided the membership by mail by the chairperson of the nominating committee Provisions 
for write-in candidates shall be made on the ballot.  The chairperson shall establish a deadline for the return of the ballots.  
Within two weeks following the election. the membership shall be informed of the results of the election by the Nominating 
Committee.  A majority of the active members voting is required for the election of each Association officer.
 
Article 6 - Amendments
These By-Laws may be amended only at an annual conference by an affirmative majority vote of the active members
present and voting at the time such amendments are submitted to the conference provided:
 
        A.   That proposals to amend these By-Laws may be made by an active member in good standing, and
 
        B.    That proposals to amend the By-Laws shall be delivered by the proposer to the Secretary not later than one month 
                preceding an annual conference, and

 

        C.    That each active member shall have been sent a copy of the proposed amendment or amendments by the
               Secretary prior to the annual conference.

 

Article 7 - Executive Director
An Executive Director shall be employed by the Executive Committee on an annual contract  The Executive Director shall 
assist the Executive Committee through coordination and record keeping of association business, compilation of material for 
newsletters, procurement and dissemination of legislative information, membership recruitment, planning and coordination of 
seminars and workshops along with other duties as may be assigned.   The Executive Director shall be an Ex-Officio member 
of the Executive Committee.
